Public Records Researcher Jobs?

I am considering a career as PI and would like to start out as a public
records researcher. I have looked around online quite a bit but am having
some difficulty pinpointing where I might find employment in this capacity.
I am compiling a list of PI firms in my area as possible leads. Where else
might I be able to find employment of this nature? What qualifications do
employers want to see in someone who is applying for this sort of work but
has no paid experience? I come from an IT background and am looking to
change careers. Any advice from those with more experience in this field?
